As far as I know the wet returns are the ones originally installed with the boiler so they will be replaced. My question is why not resize one of the wet returns to increase the water available for steam production? The longest wet return is about 44 feet of 1" pipe and much of that would be near the normal water line.
Also, a double boiler allows much more consistent temps and can be brought up to temp much quicker by using hot water from the stove to begin with. The trouble is finding something to use as the primary boiler (or the one housing the element and water).

How much condensing occurs is related to the flow temperature - the lower it is the more heat is extracted from the water vapour in the flue gasses.

With the 3-stories, a 40psi one may give you a little more leeway assuming the boiler is designed to accept one safely. They usually come with a 30psi one installed which handles a 2-story building fine. Another reason why the pressure may rise is if an ET has failed. WHen you check it's pressure in the system, if any water comes out, it's shot.

I see - I had taken as read the need to have the boiler etc serviced. Just as I take as read the need to have my car serviced, and not rely solely on the MOT to disover problems. I can't stress the fact enough that it's much easier on everything involved to use heat from 180 and down rather than 180 and up. Lot's more leeway in design. There's also the fact that high temperature water (200*+) is much more corrosive than water below that temp.
